One of the ways that skilled people can self-petition for a green card is through EB-2 NIW. In January 2022, the Biden Administration provided updated guidance on EB-2 NIW including additional focus and recognition on the value of recommendations from quasi-government agencies. I live in Minnesota. In my state we have hundreds of voluntary boards and commissions; most of them do not necessarily have a citizenship requirement. Your state also has these.
If you a skilled immigrant and you want to bolster your profile to qualify for EB-2 NIW, get involved in something!
To be clear, these boards and commissions are NOT necessarily what USCIS has in mind when they talk about interested government agencies or quasi-government agencies, but service on a state board or commission is clearly evidence of leadership and influence in your area of expertise.

EB2 NIW is a relatively high standard. Not as high as EB1. Not everyone will qualify. But you can BUILD YOUR CASE. If you are in the US in a temporary visa status and you would like to get a green card, consider what you can do to put yourself in a position to get a green card - THROUGH YOUR OWN EFFORTS AND EXCELLENCE.
